Analysis of Infrastructure for the Agency for Integration and Citizenship Introduction

The Agency for Integration and Citizenship (AgII) faces the challenge of redefining its infrastructure in light of the transition to hybrid working. By collaborating with Meliopus, a comprehensive study and assessment were conducted to facilitate this transition.

The Client

AgII is an externally autonomous agency of the Flemish Government focused on integration, citizenship, and Dutch language lessons. Their central mission is to strive for a society with equal opportunities for everyone.

The assignment

The Flemish Government has enabled hybrid working for all its employees, resulting in available office capacity. AgII saw this as an opportunity to merge its local office and headquarters in Brussels. However, the current offices were not suitable for a hybrid workspace and required renovation. Meliopus conducted research into the requirements for the new infrastructure and assessed a potential new office building.

Our approach

1 | Exploring: In-Depth Interviews with Employees

Goal: Understand the perceptions and resistance of employees regarding the move and hybrid working. Method: In-depth interviews with HR, prevention, and training & education staff. Result: Insights into employees’ attitudes and their key concerns for the transition.

2 | Evaluating: Assessment of the Office Building

Goal: Determine whether the proposed building is suitable for a hybrid workspace. Method: Extensive technical and spatial assessment, evaluation of the lease contract. Result: A list of key points for AgII to discuss with the building owner.

3 | Aligning: Consultation with Facility Partners

Goal: Redefine facility management in line with the transition to a hybrid office. Method: Discussions with various facility partners to understand their interests and requirements. Result: A clear understanding of the needs and expectations of facility partners.

4 | Analyzing: Refining the Space Plan

Goal: Determine the specific requirements and costs for the transition to hybrid working. Method: Cost calculation and refinement of the space plan. Result: A detailed space plan with cost estimation for implementation.

5 | Reporting

Our findings were compiled into a comprehensive report and presented to all stakeholders of AgII. We provided an honest assessment of the project’s strengths and risks and shared our recommendations.

Outcome

The research was completed within 15 working days. This provided AgII with short-term insights into the project and a solid structure to build upon. On Meliopus’ recommendation, AgII issued a new public tender for the execution of the project.
